Wir werden das Informationsfreiheitsgesetz (IFG) unter Wahrung des Rechts auf den Zugang zu amtlichen Informationen und in Abstimmung mit dem BfDI weiterentwickeln und an die aktuellen Herausforderungen anpassen. Wir werden das komplizierte IFG f\u00fcr die B\u00fcrgerinnen und B\u00fcrger verst\u00e4ndlicher und transparenter machen. Wir wollen die Auskunftsrechte k\u00fcnftig auf nat\u00fcrliche Personen fokussieren, die ein berechtigtes Interesse an einer Auskunft haben und diese nicht durch andere Regelungen erreichen k\u00f6nnen. Dabei pr\u00fcfen wir, ob wir den Kreis der betreffenden Personen auf in Deutschland lebende Deutsche und Unionsb\u00fcrger beschr\u00e4nken. Wir wollen unsere Besch\u00e4ftigten vor Anfeindungen und Drohungen sch\u00fctzen, indem wir die Namen der Mitarbeitenden schw\u00e4rzen. In Zeiten einer komplexen Bedrohungslage von innen und von au\u00dfen wollen wir die staatliche Resilienz erh\u00f6hen und dem besonderen Schutzbedarf bestimmter Bereiche wie dem der Kritischen Infrastruktur, der Spionageabwehr, der Terrorismusbek\u00e4mpfung oder auch der wissenschaftlichen Forschung st\u00e4rker Rechnung tragen. Die IFG-Geb\u00fchren werden wir im Einklang mit dem Kostendeckungsprinzip anpassen.\u201c<\/em><\/p>\n<p>&nbsp;<\/p>\n<p>\u00d6ffentlichkeit ist die politische W\u00e4hrung von Demokratien. Die Forderung nach \u00d6ffentlichkeit f\u00fcr Regierungshandeln richtet sich seit der Aufkl\u00e4rung gegen das Prinzip des Amtsgeheimnisses, das Kennzeichen undemokratischer Herrschaftsaus\u00fcbung ist. Informationsfreiheitsgesetze etablieren Verwaltungs\u00f6ffentlichkeit als Prinzip, das als voraussetzungsloser Informationsanspruch f\u00fcr alle konkretisiert wird.<\/p>\n<p>Der Koalitionsausschuss hat am 1. Juli 2026 die faktische Abschaffung des Bundesinformationsfreiheitsgesetzes (Bundes-IFG) beschlossen. Im Innenministerium gibt es dar\u00fcber hinaus Pl\u00e4ne, der Beauftragten f\u00fcr Datenschutz und Informationsfreiheit die Zust\u00e4ndigkeit f\u00fcr die Informationsfreiheit zu entziehen. Mit ihrem Beschluss r\u00fctteln die Mitglieder des Koalitionsausschusses ohne Not an einer Grundfeste demokratischer Regierungssysteme.<\/p>\n<p>Die Parteien der Regierungskoalition stellen mit diesem Vorhaben ihre Rolle als Sch\u00fctzer der Demokratie, mit der sie sich von der AfD abgrenzen wollen, in Frage.<\/p>\n<p>Als Konsequenz fordert die B\u00fcrgerrechtsorganisation Humanistische Union (HU) stattdessen: <em>Die Informationsfreiheit als Prinzip der Verwaltungs\u00f6ffentlichkeit muss jetzt im Grundgesetz verankert werden!<\/em><\/p>\n<p>Die geplante Einschr\u00e4nkung des Kreises der Antragsberechtigten, die Einf\u00fchrung einer Begr\u00fcndungspflicht und die Erh\u00f6hung der Bearbeitungsgeb\u00fchren haben offensichtlich die Verhinderung erfolgreicher Antr\u00e4ge insbesondere von Journalistinnen und Journalisten sowie Nichtregierungsorganisationen zum Ziel. Dieses antidemokratische Vorhaben steht im offenen Widerspruch zum Versprechen im Koalitionsvertrag, das Informationsfreiheitsgesetz mit einem Mehrwert f\u00fcr B\u00fcrgerinnen und B\u00fcrger reformieren zu wollen.<\/p>\n<p>Innerhalb der SPD-Bundestagsfraktion formiert sich Kritik gegen die faktische Abschaffung des Bundes-IFG. Wie wirksam dieser Widerstand ist, ist derzeit nicht absehbar. Falls es \u00e4hnliche Kritik in den Unionsfraktionen geben sollte, ist davon bisher nichts an die \u00d6ffentlichkeit gedrungen.<\/p>\n<p>Die HU fragt: <em>Ist nach dem Demokratieverst\u00e4ndnis der Unions-Bundestagsfraktionen das Bundes-IFG entbehrlich?<\/em><\/p>\n<p>Informationsfreiheitsgesetze sind international verbreitet und sind Standard f\u00fcr gutes Regieren in demokratischen Staaten. Deutschland ist im Jahr 2016 w\u00e4hrend der Kanzlerschaft von Angela Merkel dem global agierenden Open Government Partnership beigetreten. Im aktuellen Bericht der Bundesregierung wird angek\u00fcndigt, die Informationsfreiheit in Deutschland auf Bundesebene durch ein Transparenzgesetz st\u00e4rken zu wollen.<\/p>\n<p>Das Bundes-IFG erm\u00f6glicht den betroffenen \u00f6ffentlichen Stellen, die Herausgabe von Informationen, deren Freigabe nach ihrer Einsch\u00e4tzung zum Beispiel die \u00f6ffentliche Sicherheit gef\u00e4hrdet, zu verweigern.
