„Wir haben uns in den letzten Jahren vom Ideal der Bürgergesellschaft immer weiter entfernt … die freiheitliche Substanz unserer Verfassung ist ohne den Nachweis einer zwingenden Notwendigkeit spürbar verringert worden.“ Dies schrieb Burkhard Hirsch vor 10 Jahren, aus Anlass des 50jährigen Bestehens der Bundesrepublik und ihrer Verfassung (s. Mitteilungen 166, S. 33 ff.). Seine damalige Bilanz enthielt eine umfangreiche ‘Heldentatenliste der innenpolitischen Aufrüstung’, etwa den großen Lauschangriff, zunehmende Telefonüberwachungen, DNA-Dateien…  10 Jahre später legen Humanistische Union und Gustav Heinemann-Initiative gleich ein ganzes „Graubuch Innere Sicherheit“ vor, um die weitere innenpolitische Entwicklung zu beschreiben.<\/p>\n

Und wieder stellt sich angesichts des Jubiläums die Frage: Wo stehen wir heute? Was ist aus der Kritik von einst und den damaligen Erwartungen geworden?<\/p>\n

Diese Fragen griff die Ringvorlesung „60 Jahre Grundgesetz“ im Sommersemester auf. Gemeinsam mit dem Institut für Recht und Gesellschaft an der Humboldt-Universität zu Berlin (LSI) wollten wir Anspruch und Wirklichkeit unserer Verfassung vergleichen, eine Standortbestimmung vornehmen: Vor welchem Hintergrund verstehen wir heute unsere Verfassung?<\/p>\n

Welchen Wandel hat sie in den letzten Jahren erfahren? Und wohin entwickelt sich unser Grundgesetz? Neben Bestandsaufnahmen über einzelne Verfassungswerte (Menschenwürde, Gleichheit, Friedensgebot und Religionsfreiheit) bot die Reihe auch übergreifende Perspektiven, etwa auf das Verhältnis zwischen Gesetzgeber und Verfassungsrechtssprechung, auf die sicherheitspolitischen Entwicklungen nach den Anschlägen des 11.9.2001 oder die europäischen Perspektiven unserer Grundrechtsordnung.<\/p>\n

Eine kleine Auswahl der Vorträge dokumentieren wir hier, die weiteren finden sich im Internet<\/a>.<\/p>\n

Was haben wir mit der Vorlesungsreihe erreicht? Nun, zunächst einmal die 50 bis 200 Zuhörer\/innen, die jeweils den Vorträgen lauschten und sich teils sehr engagiert an den Diskussionen beteiligten. Darüber hinaus bot die interdisziplinäre Zusammensetzung der Referenten manch wissenschaftlichen Kontext für unsere Themen, der die HU-eigenen Positionen bereichern konnte.<\/p>\n

Mit dem Anspruch der HU, mehr Rationalität in die Politik zu tragen, gehört der Austausch zwischen wissenschaftlichen und politischen Diskursen eigentlich zu unserem Arbeitsprogramm. Die Kooperation mit dem rechtssoziologischen LSI bot dafür beste Voraussetzungen, wir hoffen sie Gelegenheit fortzusetzen. Zum Erkenntniswert der Reihe trugen schließlich auch die Außenperspektiven bei, die nicht nur für die nötige Spannung sorgten, sondern mit ihren konträren Positionen bei der eigenen Standortbestimmung halfen.<\/p>\n
