Die zentrale Datensammlung wird den &ouml;konomischen Druck im Gesundheitswesen versch&auml;rfen, vermutlich auf Kosten chronisch kranker Menschen.<\/li>\n<li>Das technisch komplizierte System belastet das Arzt-Patienten-Verh&auml;ltnis und erh&ouml;ht den organisatorischen Zeitaufwand bei der Behandlung &ndash; eine Qualit&auml;tssteigerung sei durch die eGK nicht zu erwarten.<\/li>\n<li>Die Patienten k&ouml;nnen nicht autonom entscheiden, welche ihrer Daten wann und f&uuml;r wen zug&auml;nglich sind, da das System der Datenspeicherung und -&uuml;bertragung f&uuml;r die Mehrheit un&uuml;berschaubar bleiben wird.<\/li>\n<li>Der Kostendruck im Gesundheitssystem wird sicher bald dazu f&uuml;hren, dass die &ndash; zun&auml;chst freiwillige &ndash; zentrale Speicherung der Patientenakte verpflichtend wird.<\/li>\n<li>Die zentrale Speicherung von Gesundheitsdaten der Versicherten erh&ouml;ht das Missbrauchsrisiko, v.a. durch die Zahl von bis zu 2 Mio. zugriffsberechtigter Stellen.<\/li>\n<li>Eine zentrale Speicherung von Gesundheitsdaten erh&ouml;ht den Anreiz, die Verwendungsm&ouml;glichkeiten sp&auml;ter auszuweiten &ndash; etwa f&uuml;r Strafverfolger, Arbeitgeber, Versicherungen, Forschungsunternehmen. <\/li>\n<\/ul>\n<p>Ausf&uuml;hrliche Informationen zur Kritik an der eGK finden sich auf den Webseiten des Komitees f&uuml;r Grundrechte und Demokratie sowie eines Aktionsb&uuml;ndnisses &bdquo;Stoppt die e-Card&ldquo;:<br \/><a href=\"http:\/\/www.grundrechtekomitee.de\/index.php?sectionID=14&amp;typ=Artikel\" target=\"_blank\" rel=\"noopener\">www.grundrechtekomitee.de\/index.php?typ=Artikel&amp;sectionID=14<\/a><br \/><a href=\"http:\/\/www.stoppt-die-e-card.de\/\" target=\"_blank\" rel=\"noopener\">www.stoppt-die-e-card.de<\/a><\/p>\n<p>Einf&uuml;hrende Informationen zur technischen Infrastruktur der eGK hat die Gematik in einem &bdquo;Whitepaper Sicherheit&ldquo; zusammengefasst:<br \/><a href=\"http:\/\/www.gematik.de\/upload\/gematik_whitepaper_sicherheit_3571.pdf\" target=\"_blank\" rel=\"noopener\">www.gematik.de\/upload\/gematik_whitepaper_sicherheit_3571.pdf<b><u><\/u><\/b><\/a><\/p>\n<p><b><u>Chronologie der Einf&uuml;hrung <\/u><\/b><\/p>\n<table cellspacing=\"0\" cellpadding=\"2\" border=\"0\">\n<tbody>\n<tr>\n<td>\n<p class=\"bodytext\"><strong>Dez. 2006<\/strong><\/p>\n<\/td>\n<td>\n<p class=\"bodytext\">In den Modellregionen Sachsen und Flensburg <br \/>wird ein erster Test der eGK (10.000er Testreihe) <br \/>gestartet. An die Versicherten und Arztpraxen werden <br \/>Karten sowie Leseger&auml;te ausgeteilt, die eGK wird<br \/>jedoch nur als Rezeptspeicher (&bdquo;offline&ldquo;) genutzt.<\/p>\n<\/td>\n<\/tr>\n<tr>\n<td>\n<p class=\"bodytext\"><strong>6.8.2007<\/strong><\/p>\n<\/td>\n<td>\n<p class=\"bodytext\">Das Bundesgesundheitsministerium sagt die geplanten 100.000er Tests f&uuml;r die eGK ab. Allein die Hardwarekosten pro Arztpraxis werden auf ca. 3.500-10.000 &euro; veranschlagt, hinzu kommen Schulungs- und Wartungskosten. &Uuml;ber die Kostenaufteilung <br \/>konnte noch keine Einigung erzielt werden. <\/p>\n<\/td>\n<\/tr>\n<tr>\n<td>\n<p class=\"bodytext\"><strong>14.3.2008<\/strong><\/p>\n<\/td>\n<td>\n<p class=\"bodytext\">Der 10.000er-Feldversuch der eGK in der Testregion Flensburg wird gestoppt: Ein gro&szlig;er Teil der Versicherten und des medizinischen Personals sperrte durch falsche PIN-Eingaben seine Karten, hinzu kamen Probleme mit den Zertifikaten. Im Ergebnis wird eine Super-PIN f&uuml;r &Auml;rzte diskutiert, mit der sie auf die Daten zugreifen k&ouml;nnen.<\/p>\n<\/td>\n<\/tr>\n<tr>\n<td>\n<p class=\"bodytext\"><strong>22.5.2008<\/strong><\/p>\n<\/td>\n<td>\n<p class=\"bodytext\">Der 111. deutsche &Auml;rztetag spricht sich f&uuml;r eine &Uuml;berarbeitung des Konzepts der eGK aus und formuliert Pr&uuml;fsteine f&uuml;r die Beteiligung der &Auml;rzte an dem Projekt.<\/p>\n<\/td>\n<\/tr>\n<tr>\n<td>\n<p class=\"bodytext\"><strong>11.7.2008<\/strong><\/p>\n<\/td>\n<td>\n<p class=\"bodytext\">Das Aktionsb&uuml;ndnis Stoppt die e-Card ver&ouml;ffentlicht den Vordruck einer Patientenverf&uuml;gung, mit der &Auml;rzte verpflichtet werden, keine Patienten-Krankheitsdaten in zentralen Computern au&szlig;erhalb der Arztpraxis zu speichern<strong>.<\/strong><\/p>\n<\/td>\n<\/tr>\n<tr>\n<td>\n<p class=\"bodytext\"><strong>13.11.2008&nbsp;<\/strong><\/p>\n<\/td>\n<td>\n<p class=\"bodytext\">Die Gematik k&uuml;ndigt an, eine dezentrale Speicherung der digitalen Krankenakten auf USB-Sticks pr&uuml;fen zu wollen &ndash; am Zeitplan f&uuml;r die fl&auml;chendeckende Einf&uuml;hrung der eGK (&bdquo;Basis Rollout&ldquo;) und der Entwicklung einer zentralen Speicher-Infrastruktur wird jedoch festgehalten.&nbsp;<\/p>\n<\/td>\n<\/tr>\n<tr>\n<td>\n<p class=\"bodytext\"><strong>12.12.2008<\/strong><\/p>\n<\/td>\n<td>\n<p class=\"bodytext\">Das erste Kartenterminal f&uuml;r das Basis-Rollout der eGK wird in einer Arztpraxis der &bdquo;Durchstichregion&ldquo; Nordrhein installiert.
