Am 28. Mai 2006 wurde die Deutsche Gesellschaft für Informationsfreiheit gegründet. Der Großteil der deutschen Informationsfreiheits-Szene nahm an der Gründungssitzung in Berlin teil. Mit Christoph Bruch wurde ein HU-Mitglied in den Vorstand der neuen Gesellschaft gewählt.<\/p>\n
Die HU setzt sich seit Jahrzehnten für Verwaltungstransparenz und damit für Informationsfreiheitsgesetze ein. Sie gehörte auch zur Koalition von Nichtregierungsorganisationen, die im Jahr 2004 einen Gesetzentwurf für ein Bundesinformationsfreiheitsgesetz vorlegten und damit dazu beitrugen, den festgefahrenen Prozess für ein solches Gesetz im Bundestag wieder anzuschieben. Eine Reihe der damals aktiven Parlamentarier sowie Vertreter der interessierten NGOs stehen hinter diesem jüngsten Versuch des Aufbaus einer Lobby für eine bürgerfreundliche und offene Verwaltung.<\/p>\n
Zum ersten Vorsitzenden des Vereins wurde Dr. Sven Berger gewählt, der für die SPD-Bundestagsfraktion tätig ist. Berger gehörte zur „legendären“ Acht-Uhr-Runde, die über Monate hinweg wöchentlich im Bundestag tagte und in zähen Verhandlungen mit den Ministerien und den Fraktionen das IFG durchsetzte.<\/p>\n
Wie wichtig die Gründung der Deutschen Gesellschaft für Informationsfreiheit ist, illustrieren die starken Widerstände, die auf Landesebene auch heute noch überwunden werden müssen, wenn versucht wird, neue Informationsfreiheitsgesetze zu verabschieden. Zwar wurden durch den Beschluss des Bundes-Informationsfreiheitsgesetzes im Juni des vergangenen Jahres auf Landesebene Initiativen für Informationsfreiheitsgesetze revitalisiert, jedoch bleiben alle derzeit diskutierten Entwürfe und das vor wenigen Wochen in Hamburg beschlossene Gesetz hinter dem Standard der alten Landes-Informationsfreiheitsgesetze (Brandenburg, Berlin, Schleswig-Holstein, Nordrhein-Westfalen) zurück. In Schleswig-Holstein, in dem das wahrscheinlich fortschrittlichste Landes-Informationsfreiheitsgesetz gilt, möchte die Landesregierung das Gesetz durch Einfügen neuer Ausnahmetatbestände verschlechtern.<\/p>\n
Es ist zu hoffen, dass es durch die Gründung der Deutschen Gesellschaft für Informationsfreiheit besser als bisher gelingt, Entscheidungsträger in den Parlamenten, Regierungen und Verwaltungen vom Sinn und Nutzen von mehr Verwaltungstransparenz zu überzeugen. Der diesbezügliche Nachholbedarf der deutschen politischen Kultur wird augenblicklich auf der internationalen Bühne unrühmlich deutlich. Im Europarat wird an einer Transparenz-Konvention gearbeitet. Die deutsche Bundesregierung gehört zu den größten Gegnern dieser Initiative.<\/p>\n
