Ein friedenspolitischer Ratschlag am 4.\/5 März 2000 in Schwerte\/Ruhr<\/p>\n

Der Kosovokrieg und seine Begründung als „Nothilfe“ haben die deutsche Gesellschaft, viele ihrer Milieus und Gruppen tief gespalten: Wie legitim ist eine solche internationale Aufgabenausweitung? Was kann für eine Etablierung legitimer und legaler internationaler Strukturen (UNO, OSZE …) getan werden, welche „humanitäre Interventionen“ dürfen wann wem zugestanden werden? Geht die sog. „neue NATO-Strategie“ über das grundgesetzlich Legitimierte hinaus? Welche rechtlichen und institutionellen Vorkehrungen und welche Ausbildungen werden für eine internationale Politik der Friedenssicherung und Schlichtung erforderlich? Welche Art von Bundeswehr wird dafür noch benötigt? Einige dieser Fragen sollen  auf einer Kurztagung mit namhaften Expertinnen und Experten analysiert und debattiert werden.
