Insbesondere bei komplexen Entscheidungen, die auf einen Ausgleich von Sachlagen und Interessen angewiesen sind, versage die vereinfachende Logik von Ja\/Nein-Abstimmungen durch den Souverän. Zudem werden wichtige Prinzipien der Gewaltenteilung und der checks and balances<\/i> verletzt, was den mitunter zugespitzt formulierten Volksabstimmungen einen undemokratischen Charakter verleihe.<\/p>\n

Rudolf Steinberg setzt sich in seinem Vortrag mit den Schweizer Erfahrungen auseinander und hinterfragt, inwiefern Vergleiche mit anderen Ländern hilfreich für die Diskussion um direktdemokratische Elemente in Deutschland sind. Zudem zeigt er die Probleme und Grenzen bei der Anwendung direkter Beteiligungsformen für Verwaltungsentscheidungen und strukturelle Entscheidungen auf.<\/p>\n
