(TB) Papst Benedikt XVI., bürgerlich Joseph Aloisius Ratzinger, hielt sich im Rahmen einer „Apostolischen Reise“ vom 22. bis 25. September in Deutschland auf. Am 22. September traf er sich in Berlin mit den Spitzen aller Verfassungsorgane: Bundespräsident, Bundestagspräsident, Bundeskanzlerin, Bundesratspräsidentin, der Präsident des Bundesverfassungsgerichts sowie die Fraktionsvorsitzenden im Bundestag gaben sich die Ehre und auch der „Regierende“ von Berlin. Auf dem Programm standen außerdem eine Rede des Papstes vor dem Bundestagsplenum sowie Gespräche mit Vertretern anderer Religionsgemeinschaften und weitere Stationen in Thüringen und Baden-Württemberg.<\/p>\n
Der hohe Besuch veranschaulicht Problemzonen in den Bereichen der Trennung von Staat und Kirche(n) sowie der „Gretchenfrage“ der Religionspolitik: Schon der diplomatische Rahmen ist schwierig: Da versteht sich der Heilige Stuhl als eigenständiges, nicht-staatliches Subjekt des Völkerrechts mit Beobachterstatus und Mitwirkungsrechten bei den Vereinten Nationen. Daneben steht die Funktion des Papstes als Staatsoberhaupt des (Zwerg-)Staates Vatikanstadt; dieser wird international ebenfalls vom Heiligen Stuhl vertreten.<\/p>\n
Demzufolge wird die protokollarische Einordnung des Besuchs kritisiert – immerhin tritt der Papst (eingeladen vom Parlamentspräsidenten) erkennbar auch als Vertreter einer Glaubensgemeinschaft vor dem Parlament auf. Einige Bundestagsabgeordnete hatten es im Vorfeld bereits abgelehnt, hieran nicht teilzunehmen und blieben der Rede fern. Zudem werden die hohen Kosten gerügt: Die Finanzierung des offiziellen Teils der Reise wird von Deutschland übernommen, da der Staatsgast auf Einladung des Bundespräsidenten kommt. Die Kosten der öffentlichen Sicherheit, der Bundes- und Länderpolizeien werden aus deren Etats bestritten und können nicht beziffert werden (Antwort der Bundesregierung auf eine Kleine Anfrage der Linksfraktion, BT-Drs. 17\/6827).<\/p>\n
Die Hauptkritik richtet sich nach wie vor auf die moralischen Positionsbestimmungen der römisch-katholischen Kirche, zu Fragen der Sexualmoral, der Gleichstellung von Frauen und Männern, einer humanen Geschlechter- und Sexualpolitik und insbesondere zum kirchlichen Verbot von Schwangerschaftsverhütung und -abbruch (sowie den Konsequenzen dieser Verbote, speziell in Entwicklungsländern). Über 50 zivilgesellschaftliche Organisationen, darunter auch die Humanistische Union, sowie frauen- und genderpolitische Gruppen versammelten den Protest beim Papstbesuch in einem Bündnis unter dem Namen „Der Papst kommt“. Zunächst vorgesehen war, parallel zur Papstrede eine Kundgebung am Brandenburger Tor, u.a. mit der Theologin und Autorin Uta Ranke-Heinemann sowie eine anschließende Demonstration durchzuführen. Der geplante Ort wurde von der Versammlungsbehörde offenbar wegen Sicherheitsbedenken nicht genehmigt.
