Am 4. September haben sich die Innenminister der Länder auf die Eckpunkte eines Gesetzentwurfs zur Errichtung gemeinsamer Ermittlungsdateien von Polizei und Geheimdiensten geeinigt. Die Forderung nach einer solchen Datei ist nicht neu: Bereits 2004 brachte der damalige Innenminister Otto Schily eine „Islamistendatei“ ins Spiel, in der Folgezeit war immer wieder eine Indexdatei in der Diskussion, in der alle zu einer Person datenführenden Behörden aufgelistet werden. Der jetzt vorgelegte Entwurf geht über diese Vorschläge jedoch weit hinaus: Er schlägt nicht nur eine Volltextdatei vor, sondern führt unter vagen Voraussetzungen eine Speicherpflicht der Behörden für einen sehr weiten Personenkreis ein. Zudem wird mit der „projektbezogenen Zusammenarbeit“ der Sicherheitsbehörden eine organisatorische Zusammenarbeit festgeschrieben, die nach Auffassung der Humanistischen Union gegen das Trennungsgebot verstößt.<\/p>\n
