Die hessische Koalition von CDU und Gr\u00fcnen hat den Entwurf eines Gesetzes zur Neuausrichtung des Landesverfassungsschutzes vorgelegt (Drs. 19\/5412). Dem Verfassungsschutz werden darin neue \u00dcberwachungsbefugnisse (v.a. die Quellen-Telekommunikations\u00fcberwachung sowie der verdeckte Zugriff auf IT-Systeme) einger\u00e4umt, zudem wird der Einsatz von Verdeckten Ermittlern und V-Leuten (analog den 2015 f\u00fcr das Bundesamt erlassenen Regeln) gesetzlich geregelt. Die parlamentarische Kontrolle des Verfassungsschutzes wird in ein separates Gesetz nach dem Vorbild des Bundesgesetz \u00fcber das Parlamentarische Kontrollgremium ausgelagert.<\/i><\/p>\n

Von der Reform verspricht sich die Koalition eine bessere Zusammenarbeit des Verfassungsschutzes mit anderen Sicherheitsbeh\u00f6rden. Zudem sollen zahlreiche Anforderungen aus der Rechtsprechung des Bundes\u00adverfassungsgerichts, insbesondere aus den Entscheidungen zur Antiterrordatei (vom 24.4.2013) sowie zum BKA-Gesetz (vom 20.4.2016), umgesetzt werden.<\/p>\n

Der Innenausschuss des Hessischen Landtags veranstaltete am 8. Februar 2018 eine Sachverst\u00e4ndigenanh\u00f6rung zu dem Gesetzespaket. Daran nahm Dr. Till M\u00fcller-Heidelberg f\u00fcr die Humanistische Union teil.
