Der \u0084Verfassungskonvent zur \u00c4nderung der Verfassung des Landes Hessen\u0093 soll die Landesverfassung aus dem Jahr 1946 in mehreren Bereichen \u00fcberarbeiten (s. F&uuml;r eine Anh&ouml;rung am 16.2.2017 gab Vorstandsmitglied Martin Kutscha eine Stellungnahme ab, die sich v.a. mit der Aufnahme des Subsidiarit&auml;tsprinzips sowie den wirtschafts- und sozialpolitischen Staatszielbestimmungen befasst.<\/p>\n<p>Die Stellungnahme kritisiert, dass mit der Verankerung des Subsidiarit&auml;tsprinzips ein Abbau wesentlicher Staatsfunktionen zu bef&uuml;rchten w&auml;re, der nicht mehr zeitgem&auml;&szlig; sei. Einerseits steigen die Erwartungen der B&uuml;rgerinnen und B&uuml;rger an die Vorsorge- und F&uuml;rsorgeleistungen des Staates (etwa beim Schutz vor terroristischen Gefahren, vor der Umweltverschmutzung &hellip;); au&szlig;erdem habe sich die Politik der weitgehenden Privatisierung &ouml;ffentlicher Aufgabenbereiche der Daseinsvorsorge als ineffizient erwiesen und versch&auml;rfe zudem die soziale Ungleichheit.<\/p>\n<p>Anhand des Sozialstaats und des Umweltschutzes pl&auml;diert Kutscha f&uuml;r die Beibehaltung bzw. Erweiterung der Staatszielbestimmungen in der Verfassung: Die Staatsziele seien hilfreiche Gegengewichte zu Individualrechten wie der Berufsfreiheit, der Freiheit des Eigentums; zudem lie&szlig;en sich daraus im Einzelfall sogar individuelle Rechtsanspr&uuml;che ableiten (wie bei der Sicherung des Existenzminimums).<\/p>\n<p>Informationen zur Arbeit der Enquetekommission und den bisherigen Beratungen bzw.
