Die HU untermauert in ihrer Stellungnahme den verfassungsrechtlichen Anspruch auf die Kontrolle staatlichen Handelns, der sich aus Art. 1 Abs. 3 Grundgesetz ergibt. Sie begr\u00fc\u00dft die geplante Einf\u00fchrung eines Polizeibeauftragten grunds\u00e4tzlich, sieht aber einzelne Verbesserungsm\u00f6glichkeiten.<\/i><\/p>\n<div><span class=\"migrated-image\"><a href=\"https:\/\/www.humanistische-union.de\/wp-content\/uploads\/2021\/08\/heinrich2013-2_01-1.jpg\" target=\"_blank\" rel=\"noopener\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-3493 size-medium\" src=\"https:\/\/www.humanistische-union.de\/wp-content\/uploads\/2021\/08\/heinrich2013-2_01-1.jpg\" alt=\"Schleswig-Holstein: Einf&uuml;hrung eines Landes-Polizeibeauftragten\" width=\"100\" height=\"133\"><\/a><\/span><\/p>\n<p class=\"news-single-imgcaption\">\n<\/div>\n<p>In Schleswig-Holstein hat die Koalition aus SPD, B&uuml;ndnis 90\/Die Gr&uuml;nen und SSW einen Gesetzentwurf vorgelegt, mit dem der Aufgabenbereich des B&uuml;rgerbeauftragten erweitert werden soll. Er soll demnach auch als Polizeibeauftragter des Landes t&auml;tig werden. Dagegen wendet sich die CDU-Fraktion, die in einem Polizeibeauftragten ein Misstrauensvotum gegen&uuml;ber der Polizei sieht (Drs. 18\/3642).<\/p>\n<p>Die HU betont in ihrer Stellungnahme, dass der verfassungsrechtliche Anspruch auf die Kontrolle staatlichen Handelns (Art. 1 Abs. 3 GG) in besonderem Ma&szlig;e f&uuml;r das polizeiliche Handeln gelte, da Polizisten teilweise Zwangsbefugnisse aus&uuml;ben und gegen ihre Aufforderungen auch kein Rechtsschutz mit aufschiebender Wirkung m&ouml;glich sei. Die Wahrnehmung der Aufgaben eines Polizeibeauftragten durch den B&uuml;rgerbeauftragten &ndash; der bereits jetzt f&uuml;r Fragen des Sozialrechts, der Gleichbehandlung sowie der Kinder- und Jugendhilfe zust&auml;ndig ist &ndash; wird als potenzielle &Uuml;berlastung des Amtes gesehen.
