Nein, denn bisher galt in Deutschland das Gebot der Zweckbindung für staatliche Datenerhebung: Der Staat darf Daten nur dafür nutzen, wozu er sie erhoben hat, d.h. Behörden dürfen ihre Daten nicht frei untereinander austauschen.<\/p>\n

Das Gebot der Zeckbindung wurde eingeführt, um die Gefahr eines allwissenden Staates einzudämmen, damit dieser seine Bürger nicht bis in die letzten Winkel ihres Lebens ausspähen kann.<\/p>\n

Die Einführung der Steuer-ID ist ein Schritt zur Aufweichung dieser Zweckbindung. Wenn mit der Nummer erst einmal die Infrastruktur für Datenabgleiche geschaffen ist, werden die Forderungen diese auch durchzuführen, nicht lange auf sich warten lassen.<\/p>\n

Das Bundesverfassungsgericht hat deshalb in seinem Volkszählungsurteil<\/a> von 1983 die Einführung eines Personenkennzeichens verboten. Seine Entscheidung begründet das Gericht damit, dass die Erschaffung eines Personenkennzeichens im Widerspruch zu unserem freiheitlichen Selbstverständnis steht: Wer nicht überschauen kann, welche staatlichen Stellen am Ende Zugriff auf seine Daten haben, kann nicht mehr selbstbestimmt entscheiden, was er von sich preisgibt.<\/p>\n

Mit dem Urteil bestätigte das Gericht zudem die schon 1969 von ihm diesbezüglich geschaffenen Grundsätze. Im sog. Mikrozensusurteil<\/a> heißt es nämlich: „Mit der Menschenwürde wäre es nicht zu vereinbaren, wenn der Staat das Recht für sich in Anspruch nehmen könnte, den Menschen zwangsweise in seiner ganzen Persönlichkeit zu registrieren und zu katalogisieren.“<\/p>\n
