    Nur wenige der Schlagzeilen der letzten Zeit, die vielen Menschen zu denken geben. Sind dies Symptome einer Entwicklung, wie sie die erste deutsche Republik zerstörte? Wer verfolgt heute welche Ziele mit solchen Angriffen auf die Demokratie?<\/p>\n

    Die Geschichte der Weimarer Republik ist nicht nur in den Mittelpunkt des Interesses vieler Menschen gerückt worden, sondern verspricht auch Aufschluß über diese und ähnliche Fragen zu geben.
    Man muß sich in Erinnerung zurückrufen, daß in Bayern damals – als einzigem Land im Reichsgebiet – der Kapp-Putsch erfolgreich war. Unter der Schirmherrschaft v. Kahrs wurde der Begriff „Ordnungszelle im Reich“ geprägt. Unter seiner Regierung sammelten sich in München, der „Hauptstadt der Bewegung“, all jene Personen, Geheimbünde und Parteien, die sich den Sturz der jungen deutschen Republik mit allen Mitteln, bis zum offenen politischen Mord, auf ihre Fahnen geschrieben hatten. Hier wurde schon lange vorher im Kleinen geprobt, was nach 1933 im Hitlerfaschismus Staatssystem wurde und die Völker Europasmit Krieg und Terrorüberzog.- Was im Großen schier unbegreiflich wird, läßt sich hier von Anfang an nachweisen und „verstehen“.
     
    Jedoch – welche Lehren müssen wir daraus ziehen? Ist der Begriff der „Ordnunqszelle“ aktuell und zutreffend? Wie weit sind historische Parallelen zulässig?
     
    Die CSU (Franz Josef Strauß) war und ist die bestimmende Partei in Bayern. Sie konnte in den letzten Jahren in Teilbereichen Modelle ihrer „Ruhe und Ordnungs“-Politik entwickeln: Berufsverbotepraxis, Einschränkung des Demonstrationsrechts (Nürnberg), Polizeiaufgabengesetz (gezielter Todesschuß, auch auf Kinder unter 14 Jahre, Schußwaffeneinsatz gegen Menschenmengen), Polizeibewaffnung CS-Gas u.a.), Ausschalten aus den Programmen der ARD, u.v.a.m. Doch nicht nur das. Die CSU (Bayern) übernimmt zunehmend auch eine Vorreiterrol1e, da viele Länderregierungen nachziehen.
    Die „Ordnungszelle Bayern“ damals wurde bestimmend für das Reich, das Dritte Reich. Wofür ist die jetzige Entwicklung Vorbote?<\/p>\n

    Mit unserem Seminar, wollen wir diese beiden Fragestellungen verfolgen;  insbesondere auch im Hinblick der Folgen für unser politisches Handeln in der HU, in Parteien und Gewerkschaften.
    Der Schwerpunkt in diesen zwei Tagen soll auf der Diskussion liegen.<\/p>\n
