Identi­fi­ka­tion des Politik­felds und bürger­recht­liche Bezüge<\/h5>\n

Ehrenamt ist heute mehr als eine caritativ-private Tätigkeit. Es handelt sich um eine zivilgesellschaftliche Politik im tri-sektoralen Bereich zwischen Staat, Markt und Privaten, an der Institutionen aller drei Sektoren beteiligt sind. Im organisierten Engagementsbereich sind bundesweit ca. 600.000 Vereine tätig (davon ca. 350.000 gemeinnützige); in ihnen sind rund 2,5 Mio. Menschen beschäftigt – Tendenz zunehmend (Angaben lt. WZB).<\/p>\n

Derzeit entwickelt sich das Bürgerengagement zwischen folgenden beiden Polen:<\/p>\n

    \n
  • engagierte Bürger als „Lückenbüßer“ für sozialstaatliche Versäumnisse (z.B. Bürgerarbeit, Freiwilligendienste etc.). Dies liegt teilweise im Interesse der Wohlfahrtsverbände und Kirchen vs.<\/li>\n
  • aktive Verantwortungsbürger mit Beteiligungsrechten (z.B. Stuttgart 21, „neues Ehrenamt“, Freiwilligenkultur, Qualifizierung) und echter Freiwilligkeit.<\/li>\n<\/ul>\n

    Bürgerrechtspolitik ist traditionell ausgerichtet auf den Staat bzw. die öffentliche Hände, sie versteht sich als Kampf um Abwehr- und Beteiligungsrechte. Bürgerrechtliche Engagementpolitik nimmt darüber hinaus auf halbstaatliche bzw. private Institutionen Bezug, etwa:<\/p>\n

      \n
    • Quangos („Quasi-NGOs“), d.h. nicht-staatliche Organisationen, die staatliche Aufgaben erfüllen. Ihre Aufgabenbereiche werden durch staatliche Institutionen beeinflusst (Kooperationsverträge) oder durch Normen geregelt. Typische Beispiele sind Wohlfahrtsverbände wie DPW, Caritas, Diakonie oder DRK.<\/li>\n
    • Hybride Organisationen mit einem Mix von wohlfahrtsstaatlichen, zivilgesellschaftlichen und unternehmerischen Ansätzen. Sie entstehen aus verschiedenen Perspektiven – soziale Einrichtungen und Wohlfahrtsverbände orientieren sich zunehmend an marktwirtschaftlichen Elementen; klassische Unternehmen übernehmen verstärkt gesellschaftliche Verantwortung und unterstützen ihrerseits gemeinnützige Initiativen.<\/li>\n
    • Sozial verantwortliche Unternehmen und sonstige Institutionen: Corporate Social Responsibility (CSR) und Corporate Citizenship (CC) zu Sozial-, Bürger- und Menschenrechtsthemen.<\/li>\n<\/ul>\n

      Ehrenamtspolitik stärkt die Partizipation auf allen gesellschaftlichen Ebenen und gibt den Bürgerinnen und Bürgern die Gelegenheit zu unmittelbarer Beteiligung vor Ort in eigener Sache. Aus bürgerrechtlicher Perspektive sind deshalb weitgehende, verbindliche Regeln für Partizipation bzw. Teilhabe sowie eine Anerkennungskultur für bürgerschaftliches Engagement zu fordern.<\/p>\n

      Handlungs­op­ti­onen der HU<\/h5>\n

      Die HU könnte einerseits Angebote für Bürgerinnen und Bürger sowie Unternehmen vor Ort entwickeln (z.B. Angebote für CSR-Aktivitäten von Landes-, Regional- und Ortsverbänden). Von verbesserten Rahmenbedingungen für ehrenamtliches Engagement und einer stärkeren Beteiligungskultur und -praxis könnte auch die HU profitieren: durch eine Verbesserung ihrer Anerkennungskultur für engagierte (HU-)Mitglieder; als Beitrag zu ihrer Organisationsentwicklung (s. Bericht auf S. 24); durch finanzielle Hilfen für ihre ehrenamtliche Arbeit; durch Ehrenamtsstunden als Kofinanzierung für öffentlichen Projektförderung (wie in NRW).<\/p>\n

      In den nächsten zwei Jahren sind im Rahmen des Ressorts geplant:<\/p>\n

        \n
      • Begleitung der Diskussionsprozesse des Bundesnetzwerks bürgerschaftliches Engagement (BBE) <\/li>\n
      • Mitarbeit im Nationalen Forum für Engagement und Partizipation<\/li>\n
      • Beteiligung am neu gegründeten Netzwerk Bürgerbeteiligung<\/li>\n
      • Bearbeitung relevanter Infrastrukturthemen wie Extremismusklausel („Demokratieklausel“) und Transparenzinitiative (mit Transparency International)<\/li>\n
      • Entwicklung eines Konzepts zur Sozialen Verantwortung für HU (Zielformulierung u.a. zu Transparenz, Leitbilderstellung etc.), angelehnt an DIN\/ISO 26000<\/li>\n
      • Zusammenstellung von Verbesserungsvorschlägen für (rechtliche) Rahmenbedingungen des bürgerschaftlichen Engagements<\/li>\n
