Am Umgang mit Personen, denen Straftaten zur Last gelegt werden, lässt sich der Zustand eines Rechtsstaates erkennen. Hier kommt es zur Bewährungsprobe, bei der Sicherheitsinteressen von Staat und Bevölkerung, Opferinteressen und die Interessen der Täter zu bewerten und miteinander abzuwägen sind. Dabei sind Menschenrechte und Verfassungsgrundsätze die Maßstäbe, die es stets zu beachten gilt. Das Ziel, das nicht aus den Augen verloren werden darf, ist eine zukunftsorientierte Konfl iktbewältigung. Reaktionen auf Straftaten oder auf andere Erwartungsverletzungen dürfen kein Selbstzweck sein oder Vergeltungswünsche befriedigen. Stattdessen müssen sie darauf ausgerichtet sein, die Ursachen für die Konfl ikte zu beheben und den Beteiligten ein Leben in der Mitte der Gesellschaft zu ermöglichen.<\/p>\n

Der Strafvollzug und der Vollzug anderer freiheitsentziehender Maßnahmen in Deutschland sind weit davon entfernt, diese Anforderungen zu erfüllen. Es bestehen strukturelle Defi zite, die die Inhaftierung zu einer über die Freiheitsentziehung hinausgehenden unangemessenen Belastung werden lassen und die eine Integration der Gefangenen in die Gesellschaft nachhaltig erschweren. Der Bedarf an Reformen und an wirklichen Alternativen zum Strafvollzug ist groß. Die Autorinnen und Autoren dieses Bandes analysieren den aktuellen Zustand des Systems Strafvollzug und weisen auf dringend notwendige und mögliche Veränderungen hin.<\/p>\n

Der Sammelband ist das Ergebnis einer Fachtagung der Humanistischen Union, die am 17.\/18.9.2010 unter dem Titel „Chancenlos, rechtlos und ausgeliefert?“  an der Universität Bremen stattfand.<\/p>\n
