Berlin-Brandenburg – Stichtag für den „Zensus 2011“ ist der 9. Mai 2011. Bereits eine Woche vorher, am Mittwoch, dem 4. Mai 2011, lädt der Landesverband Berlin-Brandenburg der Humanistischen Union um 19 Uhr im Raum 213 der Humboldt-Universität zu Berlin (Unter den Linden 9) zu einer Diskussion über den „Zensus 2011“ mit Dr. Alexander Dix, Berliner Beauftragter für Datenschutz und Informationsfreiheit (http:\/\/datenschutz-berlin.de),<\/a> und Michael Ebeling, Arbeitskreis Zensus (http:\/\/zensus11.de),<\/a> ein.<\/p>\n

Knapp ein Drittel der in Deutschland lebenden Menschen muss im Rahmen der Volkszählung „Zensus 2011“ teils sensible Angaben über ihre Wohn-, Lebens- und Arbeitssituation machen. Die Erwerbsstatistik- und die Melderegister werden für die staatliche „Inventur“ zweckentfremdet, um Planungsdaten für die Politik zu erhalten (sogenannter „registergestützter Zensus“). Bei Wohnungsunternehmen und Einrichtungsleitungen, wie Therapieeinrichtungen und Studentenwohnheimen, werden Daten erhoben. Die dort Lebenden haben oft keine Kenntnis von der Nutzung ihrer personenbezogenen Daten, weil nicht sie, sondern die Leitungen der Einrichtungen die Fragebögen ausfüllen.<\/p>\n

Mit dem Zensusgesetz 2011 wurde die EG-Verordnung 763\/2008 umgesetzt. Allerdings möchte der deutsche Gesetzgeber mehr wissen als „verordnet“. So fragt er nach sensiblen Daten wie dem Glauben und die Herkunft („Migrationshintergrund“) in einem größeren Umfang als von der Verordnung vorgesehen. FoeBuD verlieh deshalb einen der diesjährigen Big Brother Awards an den Vorsitzenden der Zensuskommission.<\/p>\n

Der Berliner Datenschutzbeauftragte kontrolliert hier die Durchführung – der AK Zensus kritisiert den Zensus 2011.<\/p>\n

Wie die erhobenen Daten und die registergestützte Erhebungsmethode mit dem Recht auf informationelle Selbstbestimmung vereinbar sind, soll an diesem Abend diskutiert werden. Tobias Baur vom Landesvorstand Berlin-Brandenburg der Humanistischen Union moderiert die Veranstaltung.<\/p>\n
